Investigation Finds No Gross Misconduct by Former Acting Chief Constable Jim Colwell

An investigation by the Independent Office for Police Conduct (IOPC) has found no evidence of gross misconduct by Jim Colwell, the former Acting Chief Constable of Devon and Cornwall Police.

Colwell was suspended in November 2024 over alleged breaches of professional standards, including the personal use of a work-issued mobile phone and concerns about his handling of a disciplinary case. The matter was referred to the IOPC by Police and Crime Commissioner Alison Hernandez.

Following its investigation, the IOPC concluded in April that there was no case to answer regarding either allegation. A spokesperson stated: "We found no evidence of gross misconduct or breaches of professional standards related to honesty and integrity."

However, the IOPC did find that Colwell, now serving as Deputy Chief Constable, has a case to answer for potential misconduct over a possible breach of the force’s notifiable associations policy. The watchdog said there was sufficient evidence that his actions could be seen as a breach of standards relating to conduct and following orders.

The matter will now proceed to a misconduct meeting, to be overseen by Essex Police as the delegated authority.
